That is a really cool idea.
I can see numerous data-wrangling issues that have to get sorted in order for PDXAPI, et all to work, but you gotta start somewhere.
Just the fact that folks will need to keep this in mind when they work on *new* municipal things will help rationalize future projects.
Portland has a very strong grass roots community that’s helpful in making it all work well. I have no idea what the community in Seattle is like. I attended a meeting in seattle called Open Gov West a few months ago that seemed to have some steam.
